Chapter 9 of 12
Regions
In the regions it is always different. In Yekaterinburg things were all right.
Perm#
Perm. Observer Alexey Ogloblin reported what happened to him
Perm activist Alexey Ogloblin sent the city administration a notice of a rally against falsification at the election of 18–20 September. He worked as an observer and said that during voting the commission members called the police several times because of his demands to stand where he could see the ballot box.
Falsifiers typically violate observers' rights, and the CEC can do nothing about it. Though it can.
Kuban#
Kuban was quiet, because there were both internet problems and difficulty observing early voting. At my precinct about 400 votes were stuffed for United Russia. They counted until 5 in the morning and got tangled. Falsifying is hard.

Primorye was a surprise#
Mari El: the CPRF won#
Petersburg had mass falsification#
In Petersburg the 2021 and 2026 campaigns were similar. That too was three-day voting, combining a federal campaign with elections to the regional legislative assembly. Yet turnout more than doubled relative to the previous election at almost every precinct.

That was not explained by a sudden rise in popularity. Independent precinct members reported en masse that they were forbidden to check the count of signatures against the voter list. That would have revealed inflated turnout and shown stuffing that doubled turnout at each such precinct. Precinct members attached dissenting opinions (minority reports) to the protocol in large numbers when they signed the final protocol.
